Alfonso brings extensive experience in public leadership, crisis management and institutional governance, having served at the highest levels of government in Spain. He was Minister of Health, Social Services and Equality during the administration of Mariano Rajoy, where he led major public health initiatives and managed complex national crises, including the Ebola outbreak and the implementation of the National Strategy for the eradication of Hepatitis C.

Previously, he served as Mayor of Vitoria-Gasteiz from 1999 to 2007, a period in which the city achieved international recognition for its sustainability, environmental leadership and social cohesion. During this time, he also chaired the Environment Commission of the Spanish Federation of Municipalities and Provinces, helping to position Vitoria as a benchmark for innovative urban, environmental and social policies. At the parliamentary level, he was spokesperson for the Popular Parliamentary Group in the Spanish Congress of Deputies for four years, playing a key role in legislative debate, political strategy and public communication.

He holds degrees in Law and Philology, an academic background that has underpinned his approach to governance, policy design and institutional dialogue. Throughout his career, he has been recognised for his commitment to public service and his ability to lead in demanding and high-pressure contexts, particularly in the areas of public health, sustainability and political leadership.
